While the phone is capable, if your carrier does not support it, it will not show in your settings. If your carrier does support it, it would be in settings/connections/wi-fi calling. If your carrier does not support it, the setting will not show. It does not matter whether you have a carrier device or a factory device. Who is your carrier?
