More than likely, these are automated spam calls that are trying to get user interaction to confirm a live number. Letting calls from unknown numbers ring through to voicemail without interacting with them at all is the proper course of action.

You can't enter any numbers unless it's an active call.

They are automated calls but not spam. From pharmacy or Dr. Office confirming appts. One would think they would change their message as not many people have landlines any longer but, oh well, right?

Ah, probably an old-school automated callout system that can't distinguish between a pickup or voicemail then.

Maybe opt for text messages if they offer it?

When one gets the automated calls from doctors offices or pharmacies, the autodialer just leaves a message, as they are programmed to. They expect that a human will answer and be able to press "1" to confirm. The message does not change because it went to voicemail. The assumption by the calling entity would be that the party will show up for their appointment or pick up their prescription. If they need to reschedule, the message is a reminder to call the office or sign into the portal to cancel or reschedule.
