My S22+ (model SM-S906U) hasn't gotten any One UI updates since 6.1, and I'm in New Paltz, New York. How can I fix this update problem?

You also didn't say who your current mobile provider is. Guaranteed, it's different from the carrier firmware currently written to your phone.

In about phone tap software information towards middle there should be network section or network provider not sure exact term does it show att or vzw or what does it show
