topic OneUI 5: Data Roaming Popup in Galaxy S22

After upgrading to OneUI 5, every time there's a network change (even switching between 4G/5G) the data roaming dialog pops up.
If I have roaming off, it suggests me to turn it on; and if I have roaming on, it suggests me to turn it off.

The popup has two options: cancel and settings (which brings me to the roaming settings). It displays on top of everything and I couldn't do anything until I dismiss it. If multiple network changes happen the popups also display on top of another, and I have to dismiss one by one.

It's particular annoying during driving, as the popup also forces minimizing the navigation app. So I have to dismiss the popup (often multiple times) then bring the navigation up again, quite dangerous to do on highway.

After some digging I find the source of the popup is Call settings:

com.samsung.android.app.telephonyui

And a suspicious activity is:

com.samsung.android.app.telephonyui.carrierui.networkui.app.TmoDataRoamDialogActivity

(Yes I'm using T-Mobile)

There's also a receiver called:

com.samsung.android.app.telephonyui.carrierui.networkui.app.RoamingGuardReceiver

Is there any way to make it stop?

Already tried disabling the activity using pm disable/disable-user, throws security exception (due to sys app?)
