Samsung Pay issue

It happens to someone that they cannot pay with Samsung Pay in any store, the card always declined...the bank informs me that at the time of payment, Samsung Pay verifies if the card is valid, but does not process the payment, what I should do?

Same with my s23 and my watch 5. Always declines.
