My only thought is that your headphones are drawing too much power for your dongle to handle. These adapters have chips built into them to convert the digital audio to analog and it seems that your headphones are drawing too much power for the chip to function properly. I would say try plugging in the cheapest crappiest pair of headphones you have into the Samsung dongle and see if it works then. If it does then you have your answer, your headphones are drawing too much current for the dongle to handle. You may need a special dongle if you are using powerful headphones. They sell them on Amazon some of them even with amplifiers built in to the dongle itself. I would say preferably try with a pair of Apple earpods, the old school ones that still use the headphone jack as those draw nearly no power to operate but any crappy pair of earphones should suffice to test my theory. Just don't use anything like Bose or any other audiophile grade headphones, literally use the cheapest crappiest pair that you can get your hands on. They sell 3.5 mm headphones at the dollar store for $1 if you don't have a crappy pair.
