Did you have an app pinned when you got the call? Under pin app, it says if an app is pinned calling and messaging are blocked. Maybe that is it?

Calls from our internet provider always go to voice mail. I finally checked and the number is blocked. But I didn't block it because it is not on my blocked list. I tried to block it but couldn't. I don't understand what "BLOCKED CALL BY BLOCKED BY PHONE" mean. Its written beside the number. I need somebody to explain it to me and how I can unblock the number.

No. I work nights, so I'm a day sleeper. I usually put my phone on silence when i sleep. I get missed calls from other numbers, except this one. We were expecting calls from them, and the 3 times they called me, it went to voice mail. Them a day after I saw the missed call showing the number is blocked, and I didn't block it

You should be able to unblock it by clicking on the call in question in your call log, then clicking on the menu circle on the right. After you do that you will see options on the bottom of your screen to unblock the number. You can also click the "report" option and report it as not spam. You can also add the number to your contacts, numbers in your contacts list should not be autoblocked, but you should do it after you unblock the number.

If you see the number in your call list, even if the system blocked it, you should be able to unblock it. If you can't you should at least be able to report it as not spam. You could also turn off all spam blocking, both in the phone settings and in your carrier account, at least for the period of time that you are expecting these callbacks. The system blocks it if your setting is to block calls from unknown numbers; which could mean numbers with no caller ID or those not in your contacts. The system doesn't block calls just because it feels like it. There is spam protection on either in your phone settings or in your carrier account. Who is your carrier?

From the bigger one circled in red shows, it's blocked. The smaller shows the block is not from me, so I can't unblock it

You can click the report button and the report it as not spam...the service will unblock it. I have had this problem in the past with the system blocking my community's alerts number and the report method took care of it. I may have had to click the "hiya" link and email them as well, but only because I wanted it unblocked in a hurry.

Also, as I said previously, turn off the spam blocking controls during the period you are expecting these types of calls and add the number to your contacts. Open the dialer, go to the 3-dot menu, select settings and slide off Caller ID & spam protection, or click that option and either turn off block spam and scam calls, or check only block high-risk scam calls. You may have to deal with a few spam calls during that period, but after you receive your call(s) you can turn the spam protection back on.

You carrier might have similar spam blocking turned on, so you would have to check your account to see. I'm not sure if it's turned on by default, or user activated. I made sure it was turned off in my account, because if I am using the phone's spam control, I do not need the redundancy of the carrier's spam control. But, I believe if it was the carrier's spam control that blocked it, the call never would have reached your phone or voicemail, so it's probably the hiya service.

Because the number is in my contacts, I can't report it and say it is not spam. When I click it like any other number, the report option doesn't even come up, it just takes me to the contact. I tried deleting the contact and making a new one but it did the same thing. Why isn't there a "mark as safe" option? It seems like a pretty obvious feature a phone should have.
