Samsung hasn't gotten back to me so no. I've tried everything too.

Found the issue, it was posted on the XDA S24 forums

If you disabled apps, re-enable this one...

com.samsung.android.knox.app.networkfilter

I used ADB to stop some apps. Wouldn't a software update restart all the apps?

No it won't restart all the apps unless you factory reset
