I can set the schedule for ten minutes from now or ten hours from now, it will not do an auto restart or an auto memory cleaning. Not sure if any previous updates has caused this setting to become inoperable or this is in preparation for the new UI7 version or if neither is the case. I can use an open as many apps as I can and the system won't recognize. Mine works perfectly except when I happen to be using the phone anywhere near the scheduled time. Manual optimization can be done at any time, as well as hitting the closing all apps button on the recent apps screen. Rebooting can also be done manually, although I realize automation is better.<BR /><BR />If it's not working, I recommend putting in an error report to have the issue addressed.
