Me and family members upgraded at the same time, and we all were getting them on our old phones and not the new ones. I found out that I had to add additional permissions not related to notifications (location seemed like the biggest one) in order for the notifications to go through. I don't know why. It isn't very intuitive. I didn't find anything about it online either. I just knew I had to do something differently and was getting frustrated. That seemed to work for me. I get them now.
