When I enable the swipe gesture bar (gesture hint), the black bar at the bottom disappears. However, when I hide the gesture hint, a solid black bar remains at the bottom of the screen across all apps, including Chrome and fullscreen video. Switching back to the 3-button navigation bar removes the issue, but I prefer gestures. Toggling the swipe gesture setting on and off does not fix it.
