The S25 I comes with a USB C to C connector. On the S25 Ultra, open Smart Switch and choose Receive data → Galaxy/Android → Cable. Connect the Note9 to the S25 Ultra using the USB‑C cable and the small USB‑C adapter (OTG) that came in the S25 Ultra box.

On the Note9, open Smart Switch, choose Send data → Cable, and follow the prompts to select what you want to copy.

This avoids the QR code completely and should let you copy everything from the Note9 to the S25 Ultra.
