Deleting photos from Google Photos will delete them from your phone. If you want to preserve the photos currently on your phone, take a flash drive or connect to a computer and move the photos on your phone to the flash drive. Then you can delete all the photos in Google backup. Be aware, though, that moving the photos back to your phone will add them back to the Google backup, unless you turn off syncing with Google Photos. Do you really need every photo you've ever taken residing on your phone? If you don't want to turn off the synch with Google, I suggest going through Google Photos and deleting the most unimportant photos (things like screenshots) and cleaning out the clutter. Don't forget that Google's free storage allocation includes everything in photo storage, your Gmail account (all folders) and Google Drive. Clean out your Gmail folders, strip saved emails of their attachments and download the attachments to your phone if you need them. Keep your trash and spam folders empty, and clean out your sent folder. If you are an Amazon Prime member, Amazon has unlimited photo storage as long as you remain prime, so if you turn off Google backup, your photos will still be backed up to Amazon photos. If you are not a Prime member and turn off Google backup, make a habit of backing up your photos to a flash drive or computer regularly. Or you can pay for extra storage in Google.

Oh, I didn't see where you asked how to turn Google backup for photos off. Go to settings/accounts and backup. Look for the Google Drive section and tap on back up data. On the next screen, photos and videos is checked. Tap that and then on the next screen turn the backup slider off. You photos will no longer sync/backup to Google photos unless and until you turn it back on. You can also tap on manage storage and clean up the desired storage. You can tap on "other device data" and turn off backup for any and all the other device data (SMS/call history/device settings/apps and data. Keeping this stuff backed up to Google is only important if you move to another Android brand, as all that data is also backed up to your Samsung backup. So if you are staying within the Samsung family, you will be able to restore your data from the Samsung cloud.
