After the OneUI 8.5 upgrade, video chat with another android phone (even another Samsung phone with oneUI 8.5) fails. It keeps saying "video declined". If the other phone tries the same, they get a "video declined" error as well. This seems to work fine before the upgrade as I would make routine video call.

Just a side note, video calls through google Meet do still work however.

From the contact, when I click on the video/camera button to initiate the call. When I do, I get 2 options

1.) Google Meet
2.) Video call.

In the past, I would select video call to make the call. Now, even though the call connects, it doesn't include the video. If I select the camera within the call, i get the "video declined " error instantly.

I didn't say AT&T is blocking it. It is a carrier feature to locked devices. ViLTE is supplied by your carrier. They are the ones who put the carrier based tweaks to your software.
This happens all the time with software updates, stuff gets broken. Put in an error report and contact your carrier.

I reached out to AT&T regarding the issue. They reset some network settings on the back end and tried some other troubleshooting steps, but did not resolve the issue. Keep in mind, i have two S25+ in my household. Both were upgraded at the same time and both are having the same exact issue.

Just a side note, the Meet (Google Meeting) option works fine. It's the Video Call that is the issue

It's the UI 8.5 software issue. The camera permission for the default phone app is completely missing. I can't even go to the camera permissions itself and give the app permission, it's not showing on there as well.

I really don't know a nice way to say it, so I'll just say get off the fanboy wagon. It's a Samsung update issue, why would you even think about blaming the carrier. Even if it was a carrier incompatibility issue it is Samsung's responsibility to work with carriers before the software is released to ensure updates are compliant.

I am unsure how to phrase this politely, that's simple hogwash!

Could you please clarify why this issue appears to be exclusive to AT&T's network, specifically with their Video over Internet (ViLTE) services? This is a proprietary service, distinct from Google Meet. My understanding of the process is as follows: Samsung incorporates the security patches provided by Google and addresses any bugs within their operating system. Once these steps are completed, the software is then transferred to the carriers. The carriers are responsible for conducting thorough testing of everything on their network, including their ViLTE services. If no issues are found, the carriers, not Samsung, then release the software to their customers. If a carrier were to identify a compatibility problem with their network and determine that it originated from the modem drivers (Qualcomm), they would then return it to Samsung for a fix. Since it was not returned to Samsung, it suggests that AT&T may have caused an issue with ViLTE on their servers. Both Verizon and T-Mobile offer this service to locked devices, and there have been no reports from their customers within the members app, only from AT&T customers.
