Location services is a required permission for certain apps (maps, Quick Share, Find...). Those apps will turn on location when needed even if you have location services off.

If you don't want to be tracked, don't buy a phone. Even without the phone's location services, you can be located every time your mobile signal pings an access point.

Wi-fi calling is carrier controlled. They either support it or not. Is your phone a U.S. model or a Korean model? U.S. carriers may not support your phone for that feature, or the Korean model phone does not have it because, as you said, they don't need that function in Korea. If your phone does not have the setting, it cannot be added. The only remedy would be to buy a U.S. phone if you are now here permanently and need that service. Also, the setting would only be visible if you had a carrier - you can't just obtain a phone and use wi-fi calling with no carrier. If you have a US based carrier and phone number, you can use Google Voice for calls over the internet. You can also make calls with WhatsApp. You should also have made your own post instead of inserting this into a post on a different topic. You would get more help, as more people would see it.

That's fine if you never intend so share any files. But, the location only turns on when the app is in use, so that you can find devices around you to share with. You can turn of location permissions for any app. However, if you don't want to be tracked, don't carry around a tracking device (which a phone actually is). There are many reasons why an app may require location permission, none of which have to do with tracking you.
