I think it's only credit cards you add and not debit cards cause I tried my debit card last year it didn't work but my credit card worked

I have all of my cards in Samsung Wallet including my Debit Card and haven't had any issues adding any of them.

I added a debit card today and it worked fine. I did it both manually and using the NFC scan. Hope it is working for you too now.

Same. I have no issue added card either credit or debit to my Samsung wallet.

I've given up on Samsung wallet, it's a buggy mess. Google wallet is much better, better organized without all the useless carp they put in it.

Maybe your card additional limit might be hit, so you need to call the bank to resolve this issue. That's how I solve the problem whenever I have problem adding to Samsung or Google wallet.

I could be mistaken, but I believe that any card (debit or credit) that you add to a digital wallet has to be allowed in that wallet by your bank. If your bank does not authorize the card to be in the wallet, you won't be able to add it.
