It changes every time the phone powers off or every time the screen turns off? There's a feature where you can set it to cycle through up to 15 wallpapers when the screen turns off, but that requires a deliberate action. Could someone have gotten hold of your phone and set it to do that?

That's very strange. Try doing a force restart. This will cut power to the OS and clear temporary data. Hold volume down + power for 5-10 seconds, until the phone reboots. Let go of the buttons when you see the Samsung logo.

If any Good Lock module is being used that changes the background, icons, themes, or lock screen (Theme Park, Wonderland, LockStar, etc.), simply unapply those customizations, then select only a static wallpaper from the stock “Wallpaper and style” picker. Uninstalling those apps will work too.

If that does not apply, then set the desired wallpaper; Settings/Apps/One UI Home/Storage and clear the cache only, and reboot. If the wallpaper still changes after that reboot, return to the same directory and clear both cache and data for One UI Home, then set the wallpaper again and reboot once more.

Note: Clearing data for One UI Home will reset the Home UI to factory default, so any existing home‑screen personalization (icon layout, widgets, etc.) will be lost.

If still happening, change to a default wallpaper again, then hold the down and side buttons as if going to reboot the device. When there, touch and hold the "Power off" button and the "Safe mode" option will be there. Click on that and to restart the device in that mode. If the wallpaper does not change, then it is an application making it change. if it does change again, then it is a system issue and Samsung needs to be called.
