How do you apply select to speak on the flip 7? This option usually have a little accessibility option where you select text and it is read outloud.

Maybe try going to the Accessibility settings and go to Talkback

Go to accessibility settings and configure TalkBack. Then turn on the accessibility icon and choose whether you want it floating (annoying) or as an icon on the far right side of the navigation bar. There is a tutorial.

Talkback and SELECTing text for it to read aloud are two different things. I need it to only activate and read things aloud that I select it to do. I do not need it reading every action on my device

Will this only read what i select it to read aloud. It seems to read everything

There is a tutorial on how it works within the setting. I don't use it myself, but the instructions seem to imply that it will read what you gesture to.
