I want to keep all my sticker packs that are in Samsung messaging but the instructions that come up in Google AI search are wrong.

They are there in Google Messages, when you go to the + symbol on the emoji toolbar you will find your stickers and the theme store if you want to buy more.

I just checked, I personally don't use Samsung stickers. A little too childish for this old timer.
