Unable to apply any filters to my Wallpaper from the Google Wallpapers app

So I'm trying to figure out how to open the wallpaper edit menu on my lock screen wallpaper, I want to set the Blur effect, but when I click the wallpaper button at the top left, it opens the CHANGE WALLPAPERS screen, how do I open just the editor that has the filters, stickers, and frames?

The wallpaper I'm using isn't in my gallery, it's from Google wallpapers app

Long press on your homescreen there should be a tool bar across the bottom of the screen.

I lost the options for the frames, etc, when I used the Wonderland App to create a moving wallpaper. If I change back to using a plain wallpaper I can access all the effects settings. But if I use my Wonderland motion wallpaper, no access, just the choices in your 3rd screenshot. Just a thought...

It's because the Google wallpaper app uses copyrighted wallpapers, which is why you can't edit them or add any effects, and you don't have the option to download them.

Where did you obtain the wallpaper you are currently trying to edit? Images from the Samsung wallpaper selection should bring up the toolbar. If it is, as someone mentioned, a copyrighted image, take a screenshot of it and then edit it slightly, and then add it as wallpaper from your gallery. You should then get the toolbar in the lock screen edit mode. Some people say you can't take a screen shot of the lock screen, but I have never had an issue doing so. If you have an issue taking a screen shot of your lock screen, change your home screen wallpaper to that image, add a blank home screen and take a screen shot of it there. This is the way I preserve all of my favorite wallpapers.
