Boot into bios F2 at startup and select drive to boot up from disk drive, save changes and exit, should boot to repair screen now. Sounds like startup has corrupted software.

Cheers
3Fees

You can give theses a try

Random restarts usually indicate a problem with the operating system or a hardware issue. Here are a few steps you can try to resolve the problem if they don’t work you would need to contact Support for assistance with this.

Perform a soft reset: Press and hold the power button for about 10 seconds until the device turns off. Then release the button and turn it on again to see if the issue persists.

Check for software updates: Ensure that your device's operating system and drivers are up to date. Connect to the internet and go to Settings > Update & Security > Windows Update to check for any available updates.

Run a system scan: Your device may be experiencing a software issue or malware. Use your device's built-in security software or install a reliable antivirus program to perform a full system scan.

Restore to a previous point: If you recently installed new software or made system changes, it's possible that these changes caused the restart loop. Try restoring your system to a previous point before the issue started occurring. Go to Settings > Update & Security > Recovery > Advanced Startup > Troubleshoot > Advanced Options > System Restore.

Reset your device: If the problem persists, you may need to perform a reset. Go to Settings > Update & Security > Recovery > Reset this PC. Choose the option to remove everything and follow the on-screen instructions. Keep in mind that this will erase all data on your device, so make sure to back up any important files before proceeding.

At least it restarts, unlike the BSOD of old where your computer was dead until you figured out whatever the error code that was showing meant.
