No they are not. It is being slowly phased out. Google messages will be the default going forward.

Samsung has said the default is Google messages. In some regions the last update allowed users to remove messages or if you FR the device it will no longer be on the phone and you can't install it. Carriers are all switching to Jibe and having Google messages as default as well. Unless Google opens up Jibe which they are not doing Samsung messages will only have sms/mms capabilities.
You ask Samsung low level service reps who will NEVER know what is happening until after it has happened.

Yeah I kinda like Samsung Messages. Google Messages won't let me send Mass screenshots, pictures, or Gifs without changing a setting from sending the screenshot, Picture, or Giff so each person will receive the message individually like Samsung messaging. In Google messaging I have to send a mass text and e everyone in the mass text can see each other's replies. I don't like that. I guess I'll have to stick with Samsung's Messaging service. Maybe it's because I have a Z Fold 3. I do have One UI 6.1 so I don't know

Oh ok. Why would Carriers be dropping Googles servers if Google Messages if you can make Google Messages a default? I haven't heard any rumors about this.

It's not a rumor. Carriers have already expressed this publicly. A lot of people have problems with interloping and blame carriers for it. Their customers keep saying just switch to Jibe. Maybe the problem was Googles interlope and not the carriers, but that didn't matter.

Here in the US for example
https://9to5google.com/2024/02/01/verizon-rcs-google-jibe/#:~:text=Following%20AT%26T%20and%20T%2DMobile,RCS%20on%20its%20Android%20phones.

If you search you'll other countries as well switching to Jibe. Some already switched and Samsung Messages is also no longer available in those countries.

I really wish that instead of Samsung using Google Messages as the default, that Samsung would have worked on integrating some of those great Google features into their Samsung Messaging app. I really like how customizable Samsung Messaging is, but they lack the features that Google Messaging has. I like some of the features that Google offers, but it lacks customization. I would like just one great Messaging app that combines customization, with RCS chat features.

Ahh man that's messed up. Google Messages doesn't let me send Gifs, pictures, o4 or screenshots while receiving individual replies. To receive individual replies you have to switch setting to SMS, and Google Messages SMS won't let you send attachments. This is bad.
