Setting allowed networks to apps

Is there a way to toggle the setting located: settings > connections > data usage > allowed networks for apps > app > Mobile data or Wi-Fi Wi-Fi only Mobile data preferred

In Bixby or by another app? I'd like to toggle this in an automated way.

I don't understand what you are asking. You have to set each app individually in the setting. You can set up your current apps now, and if you add new apps that you want to use certain networks for, you can set them up as you set up the new app. There is no widget, routine, or shortcut to this setting.
