Theoretically, due to the nature of lithium-ion batteries, it is to reduce the strain on the battery as it approaches 100%. This lessens the number of battery "cycles" (0-1+) per charge. If you're using a phone over many years, this setting might prove useful. If you upgrade frequently, I wouldn't worry about enabling this function.
