If I wanted to make calls and messages on my a9 plus would the SIM card already have a number linked to it.

Yes, unless you have a data only SIM.

It does have a cellular number attached to it but it can not be used for voice and text. SIM cards for tablets provide cellular data only.

Tablets can only have Data only sims you would have to link your phone and tablet together to make phones calls and text

Connected Devices

Call and Text on other devices

Select your Phone

Toggle on allow calling on this Tablet and Texting on this tablet
