You have to contact the seller and return the device that is a brick. If the seller will not take action to refund you, open a dispute with Ebay and if you used PayPal with them.

I couldn't set-up my Samsung tablet a9+ I just bought from eBay 2 days ago . When it comes to goggle account, I received a runaround between e-mail address and p/w many times . When I entered my sisters or brother s e-mail address & p/w of them then exactly same thing happened. I couldn't go further. All I received is : this device is reset .to continue sign in with google account that previously synced on this device and eBay doesn't have any information about former owner and doesn't accept a return . How to solve this problem. Help line tech of google account couldn't help me

Sounds like you bought a device that was previously owned. Whoever was the original owner didn't sign out of their accounts before the device was factory reset. You've triggered the factory reset protection (FRP) that requires you to sign in with the original credentials. Unfortunately, you now have a doorstop.
