Why is the messages app toggling between RCS CHAT and SMS/MMS CHAT within a single text message exchange?

The RCS Chat function should be stable within a text message exchange to a individual contact.

I've experienced this, too, resulting in double messages being sent. I'm running Google Messages beta, though. An app update and reboot seems to have solved it

This would be a Google Messages issue si that is who you need to contact
