Do you actually know about a second beta or are you just speculating?

Samsung has already said that stable rollout will begin in the US on April 10:

You would think there would be a 2nd beta unless they are just fixing everything in the stable rollout instead.

That article is talking about the s24 the s23 will get the stable version later i think end of april or mid may. Based on previous beta tests which were around 8 betas it could be longer. Remember one ui 6.0 and 6.1

The article does mention that the S23 and Fold 5/Flip 5 will receive their updates "a bit later." Hopefully, that will be no later than sometime in May.

Beta 2 is out now and it's on the rolling release.
