Youll get this if say the phone is on US csc such as XAA and the sim card is from another country or vise versa. If sim card is from the US but you've changed the devices CSC region you'll get this message. My point is that your sim card and device must be from the same country. You can change you devices CSC region on your device to match your sim by using Frija and Odin to download and install the correct software region. Hope over to xda and youll find more info there.
