I am stuck on July Play System. It keeps saying Updates are unavailable.

You can download the apk from various websites and sideload I've gotten mine upto Sept for T(android 13) variant and Sept for S(android 12) variant the apk is called MAIN COMPONENTS & SUPPORT COMPONENTS if you get an app like "app manager" from Google play its a lite green android guy, you can check the version you have of MAIN COMPONENTS & SUPPORT COMPONENTS but since you probably have an S23 I'd get both T&S versions.
