I don't have that issue, but I had the one where it would automatically start whichever music app I had open last and run it in the background. I disabled the auto restart and it hasn't happened again.

I've set up my phone to automatically restart every Monday, Wednesday and Friday at 3:00 a.m. after I log in I cannot receive calls or make calls. Missed calls showed up in notifications and voicemails where accessed with no problems. Is this a known bug? What I did find was an extra restart seems to fix it until the next auto restart...

No issues here after auto restart. I have mine set to do it 3x per week same as you.

Not a known issue to my knowledge.
Try turning off auto restart then wipe the cache partition of your device using recovery mode and then reboot. Then turn it back on.

Reset the time for a time within a minute or two of the current time and see if it does it again.
