I was given a used phone That was not fully wiped before I received it but I could not get into it So it was factory reset after doing so I cannot get past the password /Previous owner ID
FRP generally does not require a PC if you are the legitimate owner and have the proper credentials. Since the phone is locked with the previous owner's credentials, you will need to contact them so they can unlock the device for you.
Otherwise, the FRP lock is a security feature that cannot be bypassed.
