That's an awfully small amount of storage and does not allow room for much.  Which phone is it and does it have an SD card slot?  If it does have an SD card slot, I would recommend moving all photos and music to the SD card and pointing the storage location to the SD card.  If you do not have an SD card slot, moving your photos to an external device would be your best bet.  Like the others have said, clear your apps cache (you will have to go into each app's storage setting individually) and clear the device cache partition.

Considering that the operating system of the phones takes up between 14-16 gigs of space, 32 isn't even enough to allow for a complete update.  Most of the A series have SD cards, so inserting an SD card for photos and music is the best course of action if a new phone is out of the question at the moment. Unfortunately, apps cannot be run off of SD cards, so it is still not ideal if you need to install apps.  I would suggest upgrading your phone to one with at least 128 gigs of storage the soonest you can see your way to do so.

Since Android 10 or 11 you can no longer run apps off an SD card. It's not a Samsung thing, it's an Android thing. Some may run, if they are entirely self-contained, but anything that puts hooks into the OS will not.

There you go, you had to root your phone to do it. It's restricted otherwise. Not everyone wants to tamper with their phone. It's better to buy a phone with more storage in the first place.
