A Series & Other MobileSo, I'm a former AT&T customer of thirty years. I recently switch to Mint Mobile to cut back on cost as I mostly use my phone at home over wi-fi.
AT&T does have RCS text messaging and is normally available on the Samsung Messages app via their network; however, it appears that they will be no longer or have recently stopped supporting RCS on their network.
Google Messages is primarily RCS regardless of your network or carrier as it utilizes the internet and not your carrier's network to perform it's functions. That said, should Google Messages be unable to send or receive your messages, it will attempt to send them as a SMS/MMS message via our carrier's network, if you allow this in the Google Messages settings.
It sounds like you need assistance with signing into your Google account on Google Messages. Is this the issue?

A Series & Other MobileNo my Google account is already on the phone...Google messages won't verify my phone number even though it's verified on my actual Google account. On my actual Google account the auto verification setting is stuck on pending even though it says my actual phone number was verified.

A Series & Other MobileSo, your issue is with Google and your lack of ability to verify your Google account in Google Messages, even though your phone number has been verify with Google. IMHO your issue has nothing to due with your RCS settings with your former or current carriers.
Do you use 2FA with Google? If yes, it may be necessary to temporarily suspend it long enough to verity your account on the Google Messages app.
