Voicemail says "mailbox full" but I have plenty of storage

When I miss calls, the person cannot leave a voicemail. I know this because I used another phone to call my Samsung Galaxy A42. I can hear my greeting, and then I hear "This mailbox is full". I went voicemail app, then settings, and it says under Mailbox Limit "There is space for 10 more voicemails in your mailbox."

I spent 4 hours on a chat session with my ISP.  I was transferred 4 times. One rep said to delete some voicemails. I deleted 5. I called my A42 again and got the same problem. The rep put me on hold and came back with this (I saved the transcript):
"We have successfully made all the necessary changes to your voicemail features from our end. The changes are currently being processed and will be fully reflected within 30 to 40 minutes. Once the features are updated on your account, you will receive a confirmation text. After that, you won't hear the "mailbox full" message on your voicemail again, and you will be able to use your voicemail without any issues."

Wrong!  I waited 2 more hours. I never got the confirmation text and I still get "mailbox full" when I call my A42. 

Any ideas how to fix this?  Could it be a bad SIM card? All my doctors, friends and family have my phone number. I need my voicemail to work again.

This has been solved. I went to a different mobile carrier, and he said most voicemails are archived, so in order to delete them forever is this way:
Open the phone app. Press and hold the 1 button, enter pin code for voicemail. Listen to your messsages and delete unwanted ones. I had ones from a year ago. Those are now deleted forever. Now when I miss a call, they can leave me messges on my voicemail app.
As far as me not getting a signal when I leave home, it was because I didn't have mobile date turned on.
When the time is right, I'm going to switch to T-Mobile who has excellent customer service - in person. And their rates are reasonable.
I am in the process of deleting old photos on my phone and de-cluttering old text messages.

I'm guessing they did a reprovisuin on the phone the wait for text confirmation part which resets the phones network settings etc I.e refresh as for the voicemail issue I never had that happen to me my only advice would be to clear the phones cache

They instructed me to clear the cache, and I did that. I guess I will wait for more replies here.  Thank you for responding.

I have a feeling that might be what's happening. I say this because when I am home, my phone is connected to my own Wifi to reduce cellular data use. On my phone, when I go to Settings, Connections, WiFi  I don't see my ISP network name on the list. I see my neighbors' network names, but not Xfinity.  I think bad SIM card. I did call Netgear, the maker of my router. He troubleshooted my entire router, so it's not my brand new router. In fact, I had to buy this router because Xfinity had an outage on May 1st that lasted 6 hours. When they said it was restored, my router was trashed by a power surge.
I'm going to go with another carrier for mobile services. And maybe Internet too.  Thanks. This isn't solved yet, so I will keep this open. tomorrow I will go by T-Mobile and see if I can get answers from them. I went there one time, and the guy took out the sim card to see if the phone was locked. He might have put it back in improperly or maybe it's bent.

I'm not connecting to my neighbors wifi. I see a LIST of my neighbors, but not my very own Xfnity network. That means if I'm away from my router in my home, I have no signal and cannot use my phone.

@Members_i27INXT This is not caused by your phone. The messages are stored at your carrier and they are generating that message.
