First, check for any physical damage to the button, any debris, or anything that might obstruct it, such as your phone case. If it still doesn't work, and you can discern no damage, try booting into Safe Mode to see if a third-party application may be responsible for this behavior: https://www.samsung.com/us/support/answer/ANS00062983/
If the behavior is the same in Safe Mode, it may be time to give your phone a fresh start with a factory reset. This will wipe your device of all files and data on it, and be like when you first got it out of the box and turned it on, so make sure to back up your data and anything else you don't want to lose: https://www.samsung.com/us/support/answer/ANS00062029/
If the troubleshooting is not helpful, the phone will need to be evaluated by a certified technician.
