Goto device care, click memory, then click clean now. Turn off device, (do not reboot) hold vol up and power at the same time. When device turns on, let go. Once in recovery, use vol buttons to scroll down to wipe cache. (Do not perform a data wipe, only wipe cache) press power, after complete, press power again to boot. If problem still persists, send error report.
I believe that is an app you installed which is running always in background. If you click it then it should show you what app is that. This is intended behavior.
