Beta program shows it's full

I have been in every beta ever and the moment I get the banner it tells me it's already full.

Why waste my time showing me the banner? 

Should previous beta participants not receive first access to new betas? 

I'm actually kind of angry about this. I've been a part of every beta for almost the last decade.
