Bug or change on lockscreen

I notice that when my phone is locked and when I swipe down for the notification panel, when I swipe to close the notification panel it won't close until I swipe from the bottom. Like a notification panel softlock on the lock screen (while your phone is locked). 

Don't know if this is a change or bug.

Either swiping up or tapping somewhere on the bottom of the panel screen has always been the way to close it from my experiences.

1. Open Samsung Members.
2. Navigate to One UI Beta Program > Beta Feedback.
