Samsung Clock app has this weird black background when select timezone. the problem still persists even after all theme are unapplied.

Not happening with my s25 ultra. That's odd. Have you tried restarting? Tried cycling between dark and light theme?

Mine does this when not in dark mode.

I noticed my clocks are a grey color which matches the color pallet I selected in the phone. Do you have a custom quick panel theme set in theme park? Maybe try disabling that if it's on.
