Because, Google is where the software update originates from and then it filters down to all the phone manufacturers.

That is what I like to know if the UI 8.5 is made by Samsung what does Google have to do with it unless Google is part of it

Google is the Creator of the Software to begin with, because they created Android and is where Android started from the beginning. That's why all the Google phones get the Software Updates before any other Android phone manufacturers do. Because they created the Software from the beginning.
