I have 2 phones... Galaxy S21 Ultra 5G
 SM-G998U1/DS on at&t 
 and a Galaxy S21 5G 
SM-G991U1/DS on Verizon 
As you are aware the esim option is available on the UI 4.0
I spent yesterday 8 hrs on the chats and phone calls with Verizon and at&t. 
I was trying to switch to esim on one of my devices. 
No luck.
I scanned the qr code and the cellular plan is added. I communicate the imei of the esim and iccid of the esim and the customer support representative is not able to make my phone connect to the network.

I hope Verizon or/and at&t to fix their issues related to the esim....

Was the esim issue resolved before the Beta2 release today? I have a T-mobile unlocked S21 and activated an esim but can only get wifi calling to work; no data or voice via cell.

I verified with 2 Tmo technical support reps and a Tmo engineer that the issue is provisioning on their end. Esims from other carriers may work with an unlocked device but the best we can get with Tmo is wifi calling for now. They expect fully support of esim when the stable version is released.
