Google Pay never works in a Beta it also tells you this when signing up for the Beta

Maybe next year we can get a big giant screen that says GOOGLE PAY DOES NOT WORK IN BETA and you have to say it out loud to Bixby before you can actually install the beta.

Yes. Google Pay does not work in beta as it's not certified software. It never works during beta. If the ToS and warnings were read prior to installing you would know this.
