I can't add to the expandable quick menu

I'm currently on one UI 8.5 and I was hoping to edit my button layout but typically a menu would pop up showing what available buttons I can add but that is just not happening am I doing something wrong or is that something with the new one UI 8.5.

Go to the Discover tab in the Members app and tap the beta program shortcut. It should be accessible there.

Don't tap on Edit Button that brings up Expandable Area tap on Add Control at the bottom as shown in screenshot

Whoa! Didn't know that existed. I'll have to say, that isn't very intuitive at all.

This is what it used to look like what happened, it was more convenient but now like the person above me said I need to click the control button and drag it in there.
