Different notifications have different transparency settings and there is no way to change the transparency settings in OneUI 7. There used to be an option to change the transparency by going into the Settings app then going into Notifications>Lock Screen Notifications, but it seems that was removed in OneUI 7. Is there a way to fix or change this that I am missing?

Yeah it's been there forever, but at least on previous versions you could adjust the transparency to get them all to match. I did send beta feedback.
