Mobile Hotspot not working

This isn't necessarily a beta problem as I was having the issue before getting the android 12 beta, however it is still occuring. 

Whenever I activate my mobile hotspot, things that connect to it say they have no internet, or cannot get an IP address.

I've looked online and it seems like others have had this issue but there's never a real fix for it. Is this a known issue?

Carrier: Google Fi

Phone: Galaxy S20 Ultra 5G

Do you have the fi vpn turned on?

Also, which plan do you have on fi?

Vpn is off and I'm on the unlimited plan
