anyone else getting outdated notifications on the control panel for download manager? 
some of them are like months old and I don't know why it feels the need to tell me about them

I have experienced this also. I will get alerts for emails and text that I have already seen and cleared.

Have you checked the "Notification Reminder" Setting? 

If the issue persists, please update Samsung Members app to latest version from the Galaxy store and send us an error report immediately after experiencing the issue from the Samsung member’s app -> Beta Feedback -> Error Reports to help us debug the issue.
