Random vibration sound with no vibration nor notification

So ive been getting these random vibration sound that wont end. I tried getting the nice catch tool but to no avail. 

It would randomly make the vibration sound with no actual vibration. No new notification coming in. 

Checking nice catch, the closest time would say Android System. Its getting annoying.

I did actually notice something like this too. One morning it went off like I got 3 notifications but nothing and recent notifications did not show anything.

I got this too. I noticed I can get it to stop by making a quick call and ending it immediately

Others users have reported similar issues and turning off "Emergency Wireless Alerts" has helped to resolve the issue.
