Anyone else on TMobile getting the "Carrier Device Manager requests are processing" notification since installing beta 2? I submitted beta feedback. 

Also noticed RCS/chat features isn't working using Google messages app. Assuming these are related?

I am getting tge same message in my notifications and I can now swipe it away

Issue needs to be resolved from carrier end. We have already notified T-Mobile of the issue.

Update Google carrier services app it will fix RCS chat issues if you don't have it installed try it
