That's not the solution. I may want notification when device is in my control but not when someone else restarts it, I keep my banking / financials inside the secure folder so in case it gets stolen no one should be able to just restart and see the notification on lock screen or even if the phone is unlocked. It should be such that one has to go to secure folder on their own.
